In a historic move towards improving public health and wellbeing, the Government of Bangladesh passed noise pollution regulations in September 2006. Since then, both government and NGOs have carried out many activities to enforce the regulations. The Department of Environment has played a key role in these activities since September 2008.
The Department of Environment carried out its first campaign in September 2008 and its second campaign from 19 to 23 October 2008, in five different parts of Dhaka. In those campaigns, they charged drivers of buses, cars and motorbikes for honking unnecessarily. The campaign also sought to address the problem of noise being above the acceptable limits as set in the regulations by fining people with particularly loud or hydraulic horns. The campaign also involved the posting of stickers and display of banners.
A significant part of the campaign was the positive involvement of media, which gave it due importance. During the campaign various media reports covered the issue of noise pollution and the government’s involvement in reducing it.
The campaign involved the collaboration with the Department of Environment of many branches of government including Rapid Action Battalion, Metropolitan Police, and Bangladesh Road Transport Corporation. The campaign was further supported by NGOs such as Bangladesh Environmental Lawyers’ Association, Save the Environment Movement and WBB Trust.
