Parks or parking?  (Shoup summarized)

Zoning rules that require commercial establishments to provide parking may seem to ease the problems caused by parking in the streets, but in fact do the opposite:  they encourage car use and the wastage of space for parking rather than for more important and profitable uses.  Donald Shoup's book, The High Cost of Free Parking, available from the American Planning Association, is a detailed analysis of the problems caused by free and under priced parking in America and throughout the world.
