This is the NMT bypass for Mirpur Road, that cuts through New Market. As is clearly shown, the bypass is neither reserved only for the use of non-motorized vehicles, nor is it particularly clean or in decent shape (the road in fact is so full of potholes as to be quite a jarring experience). Hmmm, despite the World Bank's express recommendations, two or three lanes on Mirpur Road are being used for car parking following the ban. Couldn't those lanes be put to better use as rickshaw lanes, allowing the smooth flow of traffic for non-motorized as well as motorized vehicles, and causing inconvenience to far fewer people than is currently the case?

Another view: parking in one or two lanes of Mirpur Road, while the rickshaws are forced to use one narrow segment that does not allow them to pass--and thus slows all the rickshaws to the speed of the slowest-moving one. This does not seem the most efficient way to allocate road space! Or perhaps we simply fail to understand World Bank's wisdom in not calling for an end to the rickshaw ban, giving the absurd way in which it is being implemented. We're not saying that the situation was perfect before the ban--but given the high level of rickshaw traffic, and the many other advantages of rickshaws, it does seem reasonable to give them far more road space than they are currently getting!  By simply separating them from motorized vehicles, everyone could move more freely.
